This series includes carbon copies of letters sent by Sam Bly who was the Education Field Agent and thereafter Chief of the Welfare Division, Norman Hinds Education Field Agent, and Lillian B. Mathews Statistical Clerk for the Welfare Division. The letters relate to school enrollment, expenditure of restricted funds for education expenses, activities of community social workers, issuance of certificates of competency and statements of degree of Indian blood, and registration of births, deaths, and name changes. There are some letters received from individual Osages, transcripts of grades, and copies of birth and death certificates.

In 1851 the Osage Subagency and the Neosho Subagency were combined to form the Neosho Agency which was responsible for the Osage, Quapaw, Seneca, and Mixed Band of Seneca and Shawnee. This agency was placed under the Southern Superintendency where it remained until transferred to the Western Superintendency in 1867.
